If the problem lies in Windows, then all you can do is to do a scan of your system files (e.g. Using sfc scannow) or even reinstalling Windows (but this may not be an option for you)). Or, when you try to install and it fails, is there any event recorded in Event Viewer? I can't suggest anything else for you.
